  • For 36 year, General Oscar Naranjo integrated the National Police of Colombia. Since 2012 retired General.
  • 2012, Plenipotentiary Negotiator representing the Government of Colombia at the table of talks for the ending of the internal conflict. Final Agreement was signing on November 24 th of 2016 in Bogotá D.C.
  • Minister of Post-Conflict, Human rights and Security
  • 2007 – 2012 Director General of the Colombian National Police. During its management, the institution certified the totality of its processes under the norms of international quality management.

Deputy Minister of Finance
Degree and Master in Economics from Universidad de los Andes, and a PhD candidate in economics from New York University. He has been CEO of Empresa de Energía de Bogotá, advisor to the Minister in the Ministry of Economic Development and researcher in Fedesarrollo.

Subsequently, he was Director of Economic Studies in the National Planning Department (DNP), professor of the Faculty of Economics of the Universidad de los Andes.

He is co-founder and President of Econcept AEI, a consulting firm that, among other duties, advises through GlobalSource Partners of New York, major global financial institutions that invest in Colombia.

He has served on the boards of numerous companies, among which are Ecopetrol, Colgener, Propilco, Compañía Colombiana Automotriz, Isagen and Banco Agrario de Colombia.

Jorge Mario Velásquez Jaramillo was born in Bogotá in 1960. He graduated as a Civil Engineer at Escuela de Ingeniería de Antioquia and later made a specialization with emphasis on the cement industry in England. Additionally he participated in the CEO’s Management Program at Kellogg School of Management and in the Supply Chain Strategies Program at Stanford University. He also graduated from the High Government Program of the School of Government at the Universidad de los Andes. As of April 1, 2016, he serves as Chief Executive Officer of Grupo Argos S.A, holding company of the Argos Business Group which has presence in 17 countries and strategic investments in the cement industry, energy, and concessions business. Before becoming CEO of Grupo Argos, Mr. Velásquez served as CEO of Cementos Argos S.A. since 2012, a leader company in the cement business in Colombia with presence in more than 14 countries and currently the second most important player in the cement business in the southeast region of the United States. In the past, Mr. Velasquez held various positions in Cementos Argos, including: Logistics Vice President, General Manager of Cementos del Nare, CEO of Cementos Paz del Rio and Vice President for the Caribbean Region with responsibility for operations in Panamá, Haiti, Dominican Republic, Suriname and island territories and Argos’ international trade. He is currently member of the board of directors of Grupo Sura, Cementos Argos, CELSIA, COMPAS, the Colombian Chamber of Infrastructure, the Colombian National Business Association, the Dividendo por Colombia Foundation and the Superior Council of the Universidad EIA.

Hernan Rincon has been Avianca Holdings CEO since April 2016. Under his leadership, the Airline has refocused all its organization and resources around the customer experience and has begun a far reaching digital transformation of the entire business.

Accordingly, Avianca corporate strategy prioritizes the customer, attracts world class talent and applies the latest digital technologies to enhance the travel experience. The company is expanding its route network, modernizing its fleet, digitalizing all processes and consolidating a safety and service culture.

As a result of the initiatives launched during last year, Avianca has been awarded “Best Airline in Latin America” by TripAdvisor; ranked second worldwide in Customer Satisfaction according to a recent Organization of Consumers and Users (OCU) survey and has been honored with the             “Best Operating Perfomance in America” by Airbus for the excellence of its A320 fleet.

Prior to his position as Avianca’s President; Hernan Rincon was President of Microsoft for Latin America and the Caribbean and a top global executive at Unisys. He graduated from New York State University with a degree in Mathematics and Computer Science. Civil engineer from Universidad Javeriana and a specialization diploma in environmental engineering from Universidad de los Andes and MBA for Ohio University. Consultant with broad experience in strategic consulting to national and international companies, and in recent years she has concentrated on offshore projects in the hydrocarbons and strategy supply sectors. Mrs. Alvarez was General Manager of Empresa de Acueducto de Bogotá for six years during the former administrations of Enrique Peñalosa and Antanas Mockus. In Ecopetrol, Ms. Alvarez was in charge of implementing the strategic supply model as of which significant savings were obtained in addition to efficiencies in the company’s contract management.

Carlos Angulo is a partner of Estrategias Corporativas, a Colombian boutique investment banking firm that provides financial advisory services in Colombia and the Andean Region. With his partners at Estrategias, they formed a real estate business that today comprises four businesses: PEI, the largest and only listed
REIT in Colombia; Terranum Corporate Properties, a real estate development company, Decameron, a hotel company and TC latam a private equity manager mainly focused on residential projects in Colombia, Mexico and Peru. Currently Carlos is the Chairman of Terranum Inversion, the PEI manager, he presides the Advisory Committee of PEI, and is a member of the investment committee for TC Latam.
In the advisory business at Estrategias, Carlos has lead more than US$2 billion of transactions with clients across all business sectors as well as advising local business groups as well as multinationals entering or exiting the market. Prior to joining Estrategias Corporativas, between 1994 and 2002 Carlos worked at Goldman, Sachs & Co., in New York City first as an associate in the Credit division and then in the investment banking division. During this 8 years at Goldman, Sachs & Co., Carlos was involved in Equity and Debt issuance and in Mergers and Acquisitions in Latin America. He lead teams that raised over US$10 BN in the international capital markets for the Brazilian, Mexican, Colombian and
Venezuelan governments and government-owned companies such as Ecopetrol, PDVSA, Bancomext, and Nafinsa. In the advisory business, Carlos participated in transactions in countries across the region advising clients in the consumer products business, energy & power, financial services, real estate with over US$ 8 billion in value.
Carlos began his professional experience at Organización Luis Carlos Sarmiento Angulo Ltda., today Grupo Aval and at Citibank in Bogota and Medellin. Carlos received his Bachelor’s Degree in Economics from Universidad de los Andes (Bogotá – Colombia), and holds an MBA from J.L. Kellogg School of Management at Northwestern University.

Alejandro Piedrahita was born in Medellin in 1973. He graduated as business manager from Universidad EAFIT. He later made a Master of Science (M.Sc.) in Development Policy at London School of Economics and holds a degree from the Business Program in Senior Management at the Universidad de La Sabana. Additionally, he participated in the General Management Program at Harvard University. He has over 15 years of experience in structuring and implementation of projects in investment banking such as capital markets, corporate finance, financing (project finance and syndicated loans), mergers and acquisitions and derivatives. Since June 2015, he holds the position as Vice President of Corporate Finance at Grupo Argos. Prior to this position, since 2008 he served as Capital Markets Structuring Vice President at Banca de Inversión Bancolombia S.A. Before he held the position of Derivatives Structuring Manager in Bancolombia S.A. and also worked as Director of Economic Research at Corfinsura S.A. and as Director of Special Projects at Susalud S.A. He is currently a member of the board of directors of Grupo Sura, Celsia, Muma S.A., Aceros Mapa S.A and ODINSA.

BEATRIZ ELENA ARBELAÉZ MARTINEZ
Finance Secretary of Bogotá.
Has a Bachelors in Economics from Externado University of Colombia, with emphasis in Administration and Planning of the Regional and Urban Development from Los Andes University. As well as a Master’s degree in Finance from University of Strathclyde (Glasgow, Scotland) and a Master´s degree in Economic Policy Administration from Columbia University (New York).

In the public sector, The Secretary has served as head of the Budget Planning and Control Division in the National Planning Department, deputy director of the Fund for Guarantees of Financial Institutions (Fogafin), secretary of finance until 2011 and Director of Economic Regulation of the Ministry of Finance, CFO and CIO of Colpensiones (2011-2012) and until 2015 was Bancoldex’s CFO.

Also, The Secretary has relevant experience in the private sector, such as CFO of ABN AMRO/RBS/Scotiabank (2006-2010) and CFO of Bancafe (2003-2006).

FELIPE BAYON PARDO

Felipe Bayon Pardo (51) has served as the Executive Vice President of Ecopetrol (COO – Chief Operating Officer) since February 2016 where he is responsible for upstream, midstream, downstream, technology, engineering & projects and all oil, gas and products marketing. Mr. Bayon holds a degree in Mechanical Engineering from the Universidad de Los Andes.  He has over 25 years of experience in the oil and gas industry.  For more than 20 years, he worked at BP plc, most recently as Senior Vice President of BP America and Head of Global Deepwater Response.  From 2005 to 2010, he was Regional President of BP Southern Cone (South America), and prior to 2005 he worked in BP’s headquarters as Chief of Staff to the Upstream CEO and Head of the Executive Office for Exploration and Production.  He began his career in 1995 in BP Colombia, as a Project Engineer, where he held various positions until becoming Vice President of Operations in Colombia. Prior to that, he worked at Hocol (a Shell Company).

RICHARD FRANCIS
Director of Sovereign Group Latin America Team, Fitch Ratings
Richard Francis is a member of the Latin America Team in the Sovereign Group at Fitch Ratings, based in New York. He is responsible for a number of the sovereign’s ratings in Latin America and participates in the research initiative on sovereigns rated by Fitch in Latin America and the Caribbean. The lead sovereign analyst covering Colombia and Venezuela, among others, Richard is also a frequent spokesperson for the group on sovereign ratings.

Prior to joining Fitch in 2016, Richard was a Director for the sovereign group at Standard and Poor’s where he covered countries in Latin America and the Caribbean. Richard also worked at Morgan Stanley in the Latin American Economics Research Group.

Richard earned a BA in political science from Rice University and an MA in International Affairs from Columbia University.

BRANDON HAW
CEO of Brandon Haw Architecture
Mr Haw’s unique experience built up over many years includes his intimate knowledge of the development of London’s new financial and business district in Canary Wharf from the late 80’s and the economic crash of the period, to the second wave of development a decade later, starting with the Citicorp building and its links to the new Jubilee Line station, to the subsequent establishment of the HSBC global Headquarters building.

He was later involved in the development of More London, a brown field urban office development comprising 5 buildings and public space near Tower Bridge which attracted PWC, Norton Rose and numerous other key tenants to move from the traditional business square mile, north of the River, to south of the Thames ….

Along with other urban regeneration projects from Frankfurt to Buenos Aires , India to Bogotá and New York to Miami, his knowledge of the relationship between good civic governance and corporate responsibility to the city for workers and inhabitants alike, through urban and architectural design , makes Mr Haw a sought after figure in any debate concerning global city making.

RICKY BURDETT
Professor Director of LSE Cities
Professor of Urban Studies at the London School of Economics and Political Science (LSE) and the director of LSE Cities and the Urban Age project. His interests and activities focus on the interactions between the physical and social worlds of cities. Professor Burdett was the architectural adviser to the Mayor of London from 2001 to 2006 and Chief Adviser on Architecture and Urbanism for the London 2012 Olympics. He is a member of Council of the Royal College of Art (RCA) in London, was a commissioner on the UK Government’s Airports Commission, a member of the US Housing and Urban Development Hurricane Sandy Regional Planning and Design Competition and the Rockefeller Foundation’s 100 Resilient Cities initiative. He leads LSE Cities, a global centre of research and teaching at the London School of Economics and acts as a consultant to national and city governments, private developers and philanthropic agencies around the world. He founded and directs the Urban Age programme, an interdisciplinary investigation of global cities that brings together national and city leaders, academics, designers and civic actors. He was director of the 2006 Venice Architecture Biennale and curator of the Global Cities exhibition at Tate Modern in London. He is also co-editor of “The Endless City” (2007), “Living in the Endless City” (2011) and “Transforming Urban Economies” (2013).

Burdett was appointed Commander of the Order of the British Empire (CBE) for services to urban planning and design in the 2017 New Year Honours.

School Professor of Economics and Political Science, LSE
Timothy Besley is School Professor of Economics and Political Science and W. Arthur Lewis Professor of Development Economics at the London School of Economics and Political Science (LSE). From September 2006 to August 2009, he served as an external member of the Bank of England Monetary Policy Committee and since 2015 has been a member of the UK’s National Infrastructure Commission. He is also the GluskinGranovsky Fellow in the Institutions, Organizations and Growth Program of the Canadian Institute for Advanced Research (CIFAR). Professor Besley was educated at Aylesbury Grammar School and Oxford University where he became a prize fellow of All Souls College. He taught subsequently at Princeton before being appointed Professor in the economics department at the LSE in 1995. He is a Fellow of the Econometric Society, the British Academy, and the European Economic Association. He is also a foreign honorary member of the American Economic Association and of the American Academy of Arts and Sciences. He is the current President of the International Economic Association and served as the President of the European Economic Association in 2010. In 2018, he will serve as the President of the Econometric Society. Professor Besley is a past co-editor of the American Economic Review, and a 2005 winner of the Yrjö Jahnsson Award of the European Economics Association which is granted every other year to an economist aged under 45 who has made a significant contribution to economics in Europe. His research, which mostly has a policy focus, is mainly in the areas of Development Economics, Public Economics and Political Economy.
